INVESTMENT giant Grosvenor has been ordered to pay more than pounds 1m to Merseyside Police after a long-running land ownership row.
The ECHO can reveal a halfdecade-long compensation battle over an area within the Liverpool One complex has finally been concluded.
A Lands Tribunal decision has ruled the Duke of Westminster-led company must stump up pounds 746,610 to Merseyside Police Authority.
On top of that figure will be pounds 120,000 in interest, and costs to be met by Grosvenor of around pounds 200,000-pounds 300,000.
The force sought financial compensation after they were forced to agree to a compulsory purchase order (CPO) for an area next to its Canning Place headquarters.
That was to make way for the pounds 920m shopping and leisure hub which opened in 2008, Liverpool's Capital of Culture year.
Before Liverpool One, the plot was a grassed area just off The Strand, but, in the police's view, the subsequent bus station encroached on the access to and aesthetics of their HQ. The ECHO understands Merseyside Police Authority offered to settle for pounds 600,000 before the legal process began, but that was refused by Grosvenor.
After a tribunal, a judgment released this week determined the force should receive almost pounds 150,000 more.
Grosvenor has until the end of May to indicate if it wishes to appeal against the decision.
Initially, Merseyside Police Authority requested compensation of pounds 1. …

TODAY the ECHO calls on our readers to help raise pounds 1m to build a school for badly bullied children . . . in memory of James Bulger.
The Red Balloon learner centre based in Liverpool would be a sanctuary for youngsters too afraid to return to the classroom.
It will be named James Bulger House as a permanent memorial to the murdered toddler who would have turned 18 on Sunday.
The centre has the backing of James Bulger's mother Denise Fergus, Esther Rantzen CBE, Merseyside Chief Constable Bernard Hogan-Howe and theECHO.
The pounds 1m would be enough to buy the right building, take on the required teachers and get the school open and accepting children.
Ultimately Red Balloon hope to be able to hand James Bulger House over to the local authorities to run.
Pupils would be children who are so badly traumatised by bullying they are refusing to go back to mainstream schools, and missing out on their education.
Around 30 pupils a year would go to the school, keeping up their studies and rebuilding their confidence until they can return to a suitable mainstream school, or move on to work or further education.
The centre would be the fourth Red Balloon school in the country under a project pioneered by former teacher Dr Carrie Herbert who says terrified bullying victims are slipping through the education net.
But your help is needed to turn the Liverpool dreaminto a reality.
Mrs Fergus, 38, said: "I want James's name to carry on even long after I have gone and long after my kids are gone. I think it would be lovely to name something as important as this after him.
"James was a child and although he didn't get the chance to go to school I want to give these kids the chance to learn."
Mrs Rantzen said: "We are asking the people of Merseyside, in James's memory, to find the money to set up James Bulger House, which will transform the lives of hundreds of children here inMerseyside. …

Article details, &Pounds 1m LOSS ON CAR PARKING CHARGES; Council...&
Article excerpt
Byline: MARC WADDINGTON
LIVERPOOL council has lost up to pounds 1m of income from parking charges, because of the slump in the economy over the last 12 months.
The drop in takings - equivalent to a 15% decrease on the pounds 6.7m transport bosses expected to make - means the council's ability to fix roads could be hampered.
And, as well as the shortfall, the council has also lost around pounds 1m of government funding towards highway maintenance.
Transport chief Cllr Malcolm Kennedy said he did not believe long-awaited plans to fix roads around Sefton Park would be affected directly, as the council intends to borrow the money towards the work.
But the lack of income could mean it would be challenging to make the repayments on the borrowed cash.
Opposition figures said the council needed to be more realistic about what money it expected to make from fees and charges when setting its budgets.
Cllr Kennedy said: "The money spent on roads essentially comes from the government in grants and money raised in parking charges. …
